"I'm sure they'll be done working on the project by December 15."

OR

"I'm sure they will have finished working on the project by December 15."

Would there a difference in meaning?

Hello,

There's no difference in meaning but the first is very bad English and has nothing to recommend it. Said by an uneducated person I would understand it to mean exactly the same as the 'will have finished working' sentence.
