Which one of these two sentences is the correct one? Thank you :)

1. To go to the cinema was not a good idea.
2. Go to the cinema was not a good idea.

"To go to the cinema was not a good idea" can't be said?

"To go to the cinema was not a good idea" can't be said?
Sure you can say it, but what would it mean? The action expressed by the verb 'to go' is unrealized and yet according to the example sentence the meaning expressed is that someone went; the action was realized. How does that happen?
