There is no difference between the two. They are used to make a suggestion.
A:Where will we have dinner?
B:What about/How about Cafe de Coral?

There are lots of differences. As usual, context matters.

How about it? --- a way of asking for a decision
What about it? --- a way of asking for further information
How about Mariana? --- a way of commending her (can also mean "what about")
What about Mariana? --- a way of suggesting her

I could do that forever. Both are highly idiomatic, and there is much crossover in meaning; they are often interchangeable.
