Could I use here the future perfect "will have genearted"?

I'm wondering if it's possible in AmE? This sentence is from a text-book that we're supposed to learn English from.

"The EPA estimates that by 2005, the United States will generate about 175 million metric tons of solid waste per year." This is fine. In my opinion future perfect is not appropriate here.
