It would depend on context and tone of voice. (I wouldn't use "bunch").

It could be used for both depending on a connotation? Do British people use "need to be..."?

Some would say that these two options differ very little. I would, however, interpret this as "must be done." I use "should be" as a recommendation, advice or just a good idea. Wait for other replies, which may differ from this one.
