I found 'evolate (fly forth or away) and 'evolute' (develop by evolution) in the OED, but no 'evoluate'.

Perhaps he has heard the word "evaluate" and assumed that was related to evolution.

Yes I did and actually that's why I got confused because Google shows some people use it. (sigh)
