Would you be kind enough to give me your considered opinion concerning the interpretation of the expression in bold in the following sentence?

None of it has stuck to the fingers of our administrators. (R. E. Sherwood, “Roosevelt and Hopkins”)

stick to somebody’s fingers = embezzle, misappropriate, pilfer, filch
