This is the situation of part of "How I met your mother episode3"

Situation
Barney leaved another footage getting out of the duffel bag to pick up girls.
Ted said he's a kind of guy doing this.
Police couldn’t believe what he did and said "Nobody's that lame."

What is the meaning of "lame" in this context?
is it poor or weak?

Although I don't understand the situation as you've described it, I'm fairly confident that in this case "lame" means "inept", "bungling".
Do you mean: "Barney left another footprint getting out of the sleeping bag ...etc"?

Yes. He did.
But in this TV show, Barney is kinda expert to pick up girls.
Could it mean "nobody is fool to do that"?
 
Yes, it could mean "nobody is foolish enough to make that mistake".

Could it mean "Nobody is foolish enough to do such things in the airport."?
 
Nobody is so desperate to find new ways to try to pick up girls that he would do something that stupid.
