As I know, bring someone up the meaning is educate someone or bear someone, but I found this.

God, I need Irene. Okay, God, since I brought you up, you know how much I need her.

Can you tell me what is the meaning brought you up?


 
The speaker means he has brought up the subject of God by mentioning him. Since he has mentioned God, he will now turn his attention to God and ask the question.

No, I wouldn't call it an idiom.

"I wasn't going to talk about that but since you brought it up, I will."

There are many meanings of 'bring up'. If you have a sufficiently weird imagination, a giant could bring someone up after trying to eat them whole. ;-)
