With reference to the hot-meal services to the elderly by non government organizations(NGOs), the government can provide financial resources for NGOs having kitchens in their community facilities to provide these people with subsidized nutritious [/FONT][FONT="]meal."[/FONT]
Is the underlined sentence too sticky or even wrong in structure?
Is the preposition phrase " With reference to " rightly used ( I intentionally mean take a guide from the hot meal services of NGOs?
