    What does "mobilization" mean? People's active efforts or something?

    ex)Anthony Burns were born a slave in Virginia, and ealy on disregarded law by leaning to read and write....A letter home was intercepted; it revealed where he was, and his master demanded that the Boston court return him to slavery in accord with the Fugitive Slave Lwas. Despite the desperate mobilization of the abolitionists to save him, government forces succeeded in shipping Burns back to Virginia in June 1854.
