I don't know which one is correct. Please help.

The Philippines continues/ continue to grow without running up a fiscal deficit.

Treat the Philippines as a single country in this context, Anthony, and use continue.

Note that the Wikipedia article treats the country as singular but uses the plural verb form when the individual islands are being discussed.
