Here is the following sentence:
He looked to me as though he knew a good bottle of wine when he saw it.
("The happy man" by Somerset Maugham)

What is the meaning of this idiom? Does it mean that he looked to me with a knowledgeable air?

He was a person who knew and enjoyed good wine.
 
May I ask you one more question? Is it grammatically correct to use "he looked to me..." instead of "he looked at me..."?

No, it doesn't mean "He looked at me". It means, "To me, he looked as though ..."; "It appeared to me that he was a person who ..."
