[Grammar] What does "taken" mean in this sentence?

Taken overall, the project was a success.(Original sentence)

I went through Collins dictionary, but I couldn't find the proper explanation at all.
So I just guessed "Taken overall,~" means
1."When if we consider the project overall,~" 2."If I commanded the project coverall,~"
3."When we think the project overall,~"

Am I right?
