It depends. Do you mean that the counting starts sometime after 8pm?

The counting starts sometimes after 8pm - that is the meaning. However, I thought we should use 'at' with 'starts'.

"The counting of votes for the By-Election will be from 8pm onwards, it will take place at two locations."
 
If the starting time is 8pm, you would most likely hear 'at 8pm' in AmE. "Onwards' would not be added.
