[Vocabulary] What is the difference between "steel mill" and "steelworks"?

I saw "sentence 1" for a while ago. And I looked up dictionary to find the explanation of "mill", because I only saw words such as "water mill", "mill wheel" before. But when I looked up dictionary, I also found the word "steelworks" in the "sentence 2". Is there any difference between "steel mill" and "steelworks" between two sentences?

Sentence1. Iron and steel mills were put under construction.
Sentence2. The steelworks were closed down 20 years ago.

"Steel mill" is the normal term in AmE. "Steelworks" sounds like a more BrE term.

We use both words in BrE, though 'steel works/steelworks' is more common.
