"He participated in the report."

"He participated on the project."
"He participated in the project."

"He participated on the rescue effort."
"He participated in the rescue effort."

How are "in" and "on" different?

If I use "work" as the verb, then:

"He worked on the report."
"He worked in the report."

"He worked on the project."
"He worked in the project."

"He worked on the rescue effort."
"He worked in the rescue effort."

, the versions with "on" are wrong?

No. 5jj only said that "in" is the preposition which usually follows "participate".
In your second set of examples "work on" is correct.

Different verbs take different prepositions and you really just have to learn them as you go.
