[Grammar] Out/To the Curb

"The trash can was placed out on the curb."
"The trash can was placed out to the curb."

How are "to" and "on" different for this example?

"The weekly trash pick up is limited to household garbage. Household garbage should be placed out to the curb or in the alley after 7:00pm the night before your pick up day, or before 6:00am the day of your pick up. "

So, this should be "placed on the curb"?
 
I meant "placed out on the curb".
 
I don't like "placed out". It should be put on the kerb, placed on the kerb or moved to​ the kerb.
