Please set me clear on the following in red.

For example, someone dealing with large numbers of walk-in clients for a low-cost service in New York City, with huge differences between slow and peak times, contacted European ferry operators to see how they handled a similar problem.

Could I paraphrase the above in red like "someone dealing with large numbers of walk-in clients who want to use a low-cost service in NYC that has huge differences (in price) between slow and peak times," contacted...

I don't understand how you see the differences to be a matter of price. From a reading of the text I assume that the difference is more about the number of clients.

No. The walk-in clients don't want a low-cost service. According to the original piece, they are already getting a low-cost service. I don't think the difference between slow and peak times is the cost. I think it's the number of people coming through the doors. At slow times, there are few people there. At peak times, it's very busy. The company wants advice from European ferry operators on how they deal with the same issue.
