Here 'baggage' means 'problems that someone’s past experiences might cause in new situations' (Macmillan).

In this case they are referring to the in-laws. "Baggage" is something that comes along with a person. You may love and desire the woman, but you have to take her "baggage" along with her. It's a set.
 
:up: And the 'an' is a typo, harder to spot as it's at the end of the line. (And/or - possibly - it's a not-very-good pun [a speciality of the Mail ;-)] referring to the countable use of 'a baggage' [insulting term for a woman].)
