The people are being told, “Poverty is your miserable lot and don’t even question it.”
Does this mean that poverty is your fate and you reap what you sow as a result stop blaming others for your misery, so be it?

It kind of depends on who is saying it. If it is being said by one's king, or dictator or feudal lord, then it is a person in authority telling you your place and is a threatening statement.
