I have a question about the verb 'facilitate':

sec.gov/news/press/2010/2010-155.htm
"The Securities and Exchange Commission today adopted changes to the federal proxy and other rules to facilitate the rights of shareholders to nominate directors to a company's board."

My dictionary says that the verb 'facilitate' should be followed by an activity or process. So, could the example be wrong?

I would think that "the rights" would be considered a process (or processes) in that context.
