Punctuation using comma.

Hello everyone,

Is this sentence is right or wrong?

It's my contention that, building a cinema near our district is really noisy.

the comma here is right or not? If it's right, why?

"It's my contention that building a cinema near our district would be really noisy." It's right without the comma.

Why do you think it needs a comma?

As Raymott said, your sentence would be correct without the comma. Note my corrections above in red and remember to check your word order when writing a question.
 
Actually, I was reading about an article on the internet when I saw this sentence which confused me a lot, so I decided to ask about it.

The comma is wrong and the end of the sentence ("near or district") is very strange- I'd guess it's a non-native speaker. However, native speakers can also misuse commas. :up:
 
("near or district")
I would guess that it's a typo for "our".
