[General] What tense do I have to use when making listening comprehension questions?

I'm making listening comprehension questions and wonder what tense I have to use.

For example :

M: I can't go out with you for dinner because I'm broke.
W: That's to bad I used to have same problems.

Question

1) Why did the woman decide not to go out with the man?

2) Why does the woman decide not to go out with the man?


Which one is proper between 1 and 2?

They're both OK. The tense of your questions doesn't have to match the tense of dialogue.
