Hi guys, Hope you are doing well. I really appreciate if you help me find the meaning of this sentence. Thank you in advance.

7.A man was talking to himself and said: "No wonder Kurtz
put a weed up Command's a*s."
(Kurts is the name of a colonel and the Army want him dead)

I think the idea is that they introduced something that was annoying, to prod them into action.

This is from Apocalypse Now, and I think it means something close to what Dave is saying, but I favor the interpretation that Kurtz annoyed them, and provoked action, but didn't annoy them in order to provoke action, but rather just by being himself, as a mad officer gone rogue.
