I know the English word flatter is a transitive one.

He is flattering.

Are my sentences correct? There is no object!

Please note that the English words that are transitive/intransitive are verbs.
In your second example you used the "flattered" as past participle. While it technically speaking is a verb it plays a role similar to adjective and adverbs and doesn't take objects. To be flattered means to be pleased because somebody has said something or done something that made you feel important or special.

flattering can be used as present participle which also doesn't take an object.
You might say:
His interest was flattering.
This is flattering.

I suspect that by 'He is flattering' the OP may be trying to convey the idea 'He is the sort of person who flatters people'. In that case, 'flatttering' wouldn't work without an object - as Bill said.

He is flattering me = He is saying nice things about me. (Flattering = verb)
That dress is very flattering on you = That dress is good for your figure, it looks nice on your shape, it makes you look attractive. (Flattering = adjective)

If you wish to describe the man as someone who flatters others, you can use "flatterer".
