Five times.

"Five times over" is more or less the same as saying "in a succession of five times".

It is a strange sentence, but I would say 6 times in all.

As the sentence stands I would think you had to count the money five times in all, in succession.
For example, "twice over" means doing it two times.

I may be wrong, but my take is this. If someone asks you to count something that is once. Then if he/she asks you to count it over, that is twice. Then if it is five times over, I get 6. But I confess, I've never heard that expression before.

It was counted five times.

MikeNewYork is right that if you count something and then someone asks you to count it over, then it's been counted once and then once again (twice in total). But that can also be worded as "It was counted twice over".

Do it over = Do it again.
Do it five times over = Do it five times in succession.
