No. It means 'Next time I would like you to sing with me'.

I am inviting you to sing with me.

So what's the relationship between won't and would like?
 
'Won't you?' means 'will you not?'

"Next time, sing with me" is a command. "... won't you..." is used to soften a command and turn it into an invitation. It sounds confusing because "won't you" is in negative form, but the context is important.
