It has gained a reputation as best horror film of the year
It has gained a reputation as the best horror film of the year
???

I feel like they are both correct, which one is better?
and on the same subject,
played by famous actor (name)
played by the famous actor (name)
by popular director (name)
by the popular director (name)

why don't we use the in these cases, generally?

They are all possible phrases. If you put them into context (full sentences), we could tell whether or not you are using them naturally. When you are writing your sentences remember to use correct capitalisation and punctuation.
