He's a tall, quietly spoken, but imposing figure.

this example came from Longman dictionary. I'm not familiar with ........ , adverb + p.p , ...... . structure. How "spoken" can refer to the person.? Can you give me more example?

If a person is "quietly spoken", they speak quietly [almost] all the time. This is similar to "well dressed" or "nicely spoken" and many others.

"Soft spoken" is more common than "quietly spoken", at least in AmE.
