What's the difference between these sentences? I know it's two diffirent tenses, present perfect passive and past indifinite passive, could anyone explain to me, when I should use them?

What would you say is the difference, according to your understanding of the tenses from your grammar book?

"has been banned" and "was banned" are not sentences.

Try to write some sentences using both tenses and we will see how well you use them.
