    Without any context, are all four choices possible in the following test question?

    Yes.
    But I think D. would be the expected answer. The correct answer is the BEST answer, which means the most obvious; the one that needs the least explaining; the one for which a context is not at all dubious; the most commonly used one; the one that a student at that level should know; perhaps the first one the student would learn ...
