Does this sentence mean he’s thinking about setting up a museum?

In 2000, Dr Ballard went to the Black Sea. But he didn’t want to find a ship. ‘We explored an area in the Black Sea,’ he says. ‘Thousands of years ago, there was land where there is water today. We found what we think is a site of human habitation down there. The sentence means he’s thinking about setting up a museum, doesn’t it?

Dr Ballard is now working on another idea — the world’s first underwater museum.
He’s working on an idea for a museum.

The two relevant sentences are above, the first is from the piece and the second is one of the suggested True/False statements. It doesn't matter whether he's "thinking about setting up a museum" or not. What matters is whether or not the piece gives you the same information as in the True/False statement.
