It shouldn't be there. Your sentence is the kind of thing you will hear people say, but it is better without it.

You need the 'it' in "The last time I went to a restaurant it was raining."

The reason is this:
"The last time was 5 days ago" Good.
"The last time it was raining. Good.
*"The last time was raining." Not Good.
*"The last time it was 5 days ago." Not Good.
All I've done here is left out the dependent clause "[that] I went to a restaurant".
