What does the sentence mean?

You are failed on this city.
I quoted it from "Arrow".
 
I think the actual quote is "You have failed this city". It probably means that he wasn't able to do something that he tried to do for the city.
 
It makes no sense.
 
Do you mean the sentence makes no sense?
How can I make it correct?

Sorry my mistakes make you misunderstand what I mean.
I hear this sentence many times,but I don't it is similar to "you have", I hear that words "you are".
I watched the no caption version of "Green Arrow".
