A rhetorical question is one which you say to make a point, and you don't need an answer for it.
If you are asking this to get an answer, it's not rhetorical.
"Couldn't you look up "rhetorical question" in a dictionary?" - this is a rhetorical question.

Not necessarily- some people argue that the risks from terrorism have been exaggerated, so it could be an invitation to discuss the issue.

It might be if it doesn't require an answer. If you ask someone in the course of a conversation and want to know what they think, it isn't.

A politician giving a speech will say 'What are we going to do about immigration?'

He doesn't expect his audience to answer. He is going to answer his own question.
