"There is a group of people who are going out on a trip and there is a person who is collecting money for the trip. He says that everybody will have to pay $200 in order to go to the place where they are going but there is a friend of his who tells everyone that he is decieving them. It doesn't cost this much."

What would he say?

"It doesn't cost this much per head."

"It will cost less per head. He is taking a lot of money, so that he can keep the extra money".

"He is looting you. Everyone doesn't have to pay this much".

"The amount that he is telling you is way more than the actual amount."

Please check.
 
He is cheating you of your money because it actually doesn't cost so much.

Thank you guys but could you please also tell me about my sentences? And how can I say it including "per head"? Can "looting" be used as well?

'Per head' means 'for every person'. It is correctly used in your sentences.
