A special discount has been applied to selected items.
Selected items have been specially discounted.

There is no reason to capitalise "discount" in your sentences. In addition, remember that every sentence must end with a punctuation mark.

I found an advertisement like this "Special discount 30% on selected items?". For that sentence, Do we need to be? like this "Special discount 30% is on selected items"

No. That is not a sentence; it's an advertisement. It could be a sign. It does not need a verb any more than a sign saying "SALE!" does.
When you see some written words, you need to work out what they are for. Not every piece of writing is a sentence.
