"There is an inspector who arrested his own wife in ths case of shouting on him. He also handcuffed his neighbour and attached that handcuff to the main gate of his house. That inspector says that no matter how much he thrives or achieves or reach on top he will still remain attached to his land."

It is the thinking of that inspector. He loves his birth place. He is very much conntected to his land.

I get that. But you abruptly change subject matter for no apparent reason. (That kind of thing can be confusing to a reader.)

It is not entirely clear who "his" refers to (second sentence). So you might insert a parenthetical note, thus:

He also handcuffed his neighbour to the main gate of his (the neighbour's) house.

I can't get beyond wondering where a police inspector can arrest his own wife for shouting at him.

My suggested amendments are above. I have separated the completely unconnected texts into two paragraphs. I'm not even entirely sure how the handcuffing of the neighbour is connected to the shooting.

There is a big difference between shooting at somebody and shouting at somebody. (What a difference a letter makes!)
