As long as a "change order" is something your listener is familiar with, yes. I don't know what a "change order" is though. Also, there would need to be a good reason to use the past perfect at the beginning.

In engineering and business, a "change order" is a formal document requesting a change to an ongoing project.

It's hard to think of a reason to deliver a change order to a bank unless it's a work site where contractors are implementing a project.
