Could you please help and give me the rule to use To+ing for example: The government is committed to ensuring that all children go to school.

When to is a preposition, you must always follow with a noun/-ing.

When to is part of a to-infinitive, you must always follow with a base form of a verb (without ing).
 
Look forward to doing
 
Admit/confess to doing
 
I'm looking forward to staying home all day. (Not really.)
