Suppose it's obvious what it is, but I name it suspiciously inconspicuous. A direct lie everyone knows about.

I'll give you two examples.

In the movie It 2, the psychopathic clown antagonist has a room filled with horrors behind a door that has "Not scary at all" on it.

I create a fake account that I choose the name "DefinitelyNotGlizdka" for.

What is this called? Do you know what term I'm looking for?

It's a kind of irony.
Ironically, you will frequently hear "ironically" used to refer to things that are not in fact ironic. I have a dear friend who constantly uses it when she means "surprisingly".

Deliberate mislabelling may be when a factory produces cheap colored water from artificial, chemical compounds, and their product would be great at removing the rust from the Titanic, but they label it "100% organic juice".

This is meant to be noticed and understood that it's a lie. It's not deception by any means.

Deliberate mislabelling would not be construed as deceitful when the motive is clear that it is a prank.
I would call the example you give "false labelling", a fraud.
