I want to say to gives small amount of love or affection to someone.

Is this good?

She gives me her affection in small doses as if there is a quota on it. She makes me addicted to it but gives it to me drip by drip. As if she has rationed her love. That's who she is:mean-spirited and controlling.

I thought you put thumbs down because you thought the sentence is too mushy or something like that. I was practicing.
 
Quotas are bottom limits. They're floors.

You're thinking of rationing, which has an upper limit. Rationing creates ceilings.

Oops. Actually, I deleted my comment because I was wrong. I looked up quota, and apparently it can be a floor or ceiling. So — sorry! Carry on!
