"In about 4 weeks will be a good time to reconnect."

I received this email from a hiring manager. I would like to reply back on that proposed time. What should I say in such a context?

My suggestion:

1- "After about 4 weeks, I am here reconnecting with you."
2- "After almost 4 weeks, I am reconnecting with you in the hopes that I will be put through interview process."

I received this email from a hiring manager. I would like to reply back on that proposed time. What should I say in such a context?

My suggestion:

1- "Yes. In four weeks, let's reconnect."
2- "In four weeks, I will call you [STRIKE]in the hopes that I will be put through interview process[/STRIKE]."
There's no need to repeat the manager's words. And you don't want to sound pushy.

So a better answer would (a) express thanks and enthusiasm and (b) nail down the details:

Yes. Thank you. That would be great. Shall I call you then?

Then the hiring manager will reply to tell you which one of you will make the call.

If she says she'll call you, wait five weeks. If you don't hear from her, call just to check in.

And "reply" is sufficient. (Instead of "reply back".)

I think the above is ungrammatical and is bad English, to start with.

Being a native English speaker doesn't mean someone writes grammatical English at all times. It's entirely possible he doesn't even realise it's not right.
