Does this sentence have any meaning? Is it a correct sentence? If it means anything, please say the meaning of this sentence. And if you have enough time, please say the alternative ways to rewrite this sentence.

If it's not your own sentence, where did you find it, and in what context?

As I have already told you (here) a better title would have been He was sure to have done the work.

Even if that were the case, the original sentence is very strange.
