And the age women first give birth has consistently risen over the past 40 years, so most millennial women are having children later than their baby boomer parents – waiting until age 29 or older. (The tyranny of life milestones by Sara Harrison)

Are the writer talking about "the age of women first give birth has risen" or "the number of the age women has risen"?
I don't know what exactly "the age women" mean.

It means '... the age (at which) women first give birth has consistently risen over the past 40 years ...'

What do you mean by "the number of the age (of) women has risen"?
Age is a number, of course.

I thought that way "the number of the (age) women has risen".
Something like "the number of the older women has risen".

Do you think "age" is an adjective in "age women"? If that's how you were reading it, you're wrong. "Age" is a noun. The sentence has nothing to do with the number of women at all. It is only talking about the average age of women these days when they have their first child.

The age women have their first child has gone up > They used to have their first child at, say, 18 years old. Now they have their first child at 29.
The age children start school has gone down > Kids used to start school at 5. Now, they can enter pre-reception at 3.
