While "The film was released before 10 years ago" is possible in the right context, I find it a bit "clunky". I would say "The film was released more than ten years ago".

But what if a movie is re-released, so the same movie comes out again, but in now in 3D (this happens nowadays quite often). The non-3D version of this film came out 10 years ago. Can you then say that the movie was released before 10 years ago?

You can say the movie was released 10 years ago. Or that the movie was released before, 10 years ago.

In the latter, you are first stating that the movie was previously released, then giving more information about exactly when.
