The dialogue is mine.

A: Would you move to a place you didn’t like, providing it gave you a dream job?
B: No, I don’t think so. For example, I don’t really like country X. It’s polluted and dangerous. Moreover, a few weeks ago I watched a video of a few big X politicians being arrested for bribery. But even if they had not been arrested, I would never consider moving to X.

Should I use "would never" or "would never have considered" if B is sure that they will never move to X? Why?

But even if they had not been arrested (a few weeks ago) , I would never consider moving to X (at any time, now or in the future)

Okay, what about this one:
A: My friends and I are going on a hike in the afternoon. Do you want to join us?
B: Unfortunately, I can't. I have a big meeting tomorrow. I need to prepare a presentation.
A: That's a bummer. The weather is amazing. Would you have gone with us, if you didn't have a meeting tomorrow?

Should I use "would have gone" or "would go" in this dialogue?
 
Both are possible.
 
Neither is 'better'. they convey slightly different messages. Why don't you try to work out what these messages are? Post your suggestions here, and we'll comment on them.

Why can't you just tell me?
1) Because we need to see what you understand or don't understand
2) Because you'll internalize it better by analyzing it yourself vs. just being spoon-fed the answers
3) Because we want to see you're putting in some effort before we invest our time
4) Because you can learn from any mistakes you might make
