What is the exact meaning of "cleared" in the following sentence?
"Drafted by Rountree and cleared by Bonbright, Linder, Nitze, and Mathews. Repeated to Paris, eyes only for Secretary Acheson, and to Tehran, eyes only for Ambassador Henderson."
It is footnote of a texts about political discussions among some countries including Iran, England and US. the above mentioned sentence is a footnote referring to a telegram, sent to some persons in different countries. The word "cleared" in politics can have several meanings including "decoding", but I am not sure about this meaning. I am looking for your help!
