[Grammar] Covert TO or INTO

What's difference between convert TO and convert INTO. For example, in this test what's wrong with convert TO. ( the correct answer would be convert into)

This NTC delivery truck was converted .... a mobile work of art!

Simply, we convert one thing into another. You are going to have to learn that some verbs only go with specific prepositions.

I beg to differ. If you refer to all the reliable dictionaries you can see that they say "convert" can follow with both TO and INTO. So convert INTO is not exclusive. It doesn't play the role the same as insist ON. that's why I've asked this question. I've found both TO and INTO simultaneously. Check the Longman out.

You're right, I should have said that they go with certain prepositions in certain contexts.

We convert something into something else. We might personally convert, from one religion to another, for example.
